With personnel numbers slashed attached the police force, the government is forced to subcontract to personal companies-compare to similar privatizations in Hummingbirds. Hence the Tokio Private Police, even supposing the subject of this anime is less concerned with fighting yet to be crime and more with erotic diversions.
